David Victor is a professor of law at Stanford Law School and director of its Program on Energy and Sustainable Development. His current research focuses on the role of state-controlled oil companies in the oil market, the design of effective strategies for protecting the global climate, and the emerging global market for coal. He is also an adjunct senior fellow at the Council on Foreign Relations, where he was senior adviser to its task force on climate change and where he leads study groups on both improving management of the nation’s strategic oil reserve and devising a foreign policy strategy for regulation of geoengineering. He is the author or editor of seven books and many articles on energy and environmental policy.
