Stephen Humphreys is research director with the Geneva-based International Council on Human Rights Policy. Previously, he was senior communications officer at the Open Society Justice Initiative, a human rights program in New York, and he has also overseen a project monitoring minority rights in Eastern European countries for the Open Society Institute’s EU Monitoring and Advocacy Program, based in Budapest. A former fellow at New York University’s Hauser Global Law Program, he has worked in Senegal on climate change and development and has published extensively on international law-related issues.
